Arena Elementary Parent/Teacher Organization By-laws
By-laws were formed in 1984
Revised September 2004
1. MISSION STATEMENT
The PTO (Parent/Teacher Organization) of Arena was founded in 1984.
The objective of the Arena PTO is to strengthen and enhance our children’s education and development through the collaborative efforts of parents, teachers and administrators.
2. POLICIES
Fiscal Year: shall begin July 1st and end June 30th.
Funds: shall benefit Arena Elementary School
3. MEMBERSHIP
Anyone who is interested in the purpose of this organization may become an active member at any time.
4. OFFICERS AND DUTIES
President:*
Preside over all meetings
Enforce by-laws
Prepare agenda for each meeting
Publish monthly school newsletters
Vice-President:*
Act as aide to the President
Act in absence of the President
Secretary:*
Shall keep accurate minutes of the meetings, distribute minutes at all meetings and make additional copies available
Shall perform the duties of the President in the absence of both the President and Vice-President
Shall retain a current copy of the by-laws of this organization
Shall provide a sign-up sheet for each meeting
Treasurer:*
Shall be the custodian of all monies of the organization and shall keep ledgers correct and up-to-date and available for public viewing
Shall keep an accurate record of receipts and expenditures
Shall pay out funds only as authorized by this organization
Shall submit a written report at each meeting and a year end report
Shall perform the duties of the President in the absence of all other officers
Shall obtain the required two (2) signatures on all checks issued
The following officers may sign checks: Treasurer, President, Arena Building Coordinator (ABC)
Member at Large:*
Shall perform the duties designated by the board members
*Immediately upon retiring from office, all officers shall deliver to their respective successors all accounts, records, papers, and other property belonging to this organization.
5. OFFICERS TERMS IN OFFICE
All officers shall be elected annually
Vacancies shall be filled for the unexpired term by a person elected by a majority vote of the members
All officers shall perform the duties prescribed in these by-laws
All officers shall deliver all materials pertaining to their office to their successor no later than June 30th
6. VOTING
Anyone in attendance at a general meeting shall be eligible to vote
In the event of a stalemate, the elected officers shall cast the deciding vote
Meetings: a minimum of six meetings per year shall be scheduled
Parliamentary Authority: Roberts Rules of Order shall govern this organization in all cases in which they are applicable and not in conflict with these by-laws
7. NOMINATIONS AND ELECTIONS
Nominations for officers will be held in April and elections held in May. The new Officers will assume their position in September
Qualifications: persons holding office of President, Vice-President, Secretary, Treasure, and Member-at-Large must be a member of the organization, parent/guardian of a child enrolled and in attendance at Arena Elementary school or a staff member during the term of office for which they are serving
8. ALLOCATION OF FUNDS
All proposals for funds must be presented at the regular monthly PTO meeting. All proposals must state how the funds will be used and amount requested. Proposals shall be discussed and voted on or tabled for further discussions at a specified later date.
9. DISBANDING AND/OR DISSOLUTION
To dissolved/disband the PTO, the issue must be presented to the members and a vote taken as to whether or not to dissolve/disband. Upon dissolution/disbandment and after paying or adequately providing for the debts and obligations of the organization, the members will decide upon a project for the betterment of the school and to spend all remaining funds. All books and records shall be turned over to the school for future use.
These By-Laws may be amended at any regular meeting by a two-thirds vote of the members present and voting. Notice of the proposed amendments must be given 30 days prior to the meeting at which the amendment is voted upon.
