Anderson opened the meeting. He noted that the meeting had been properly noticed and notice had been provided to the appropriate media and each School Board Member. Pitts moved to proceed with the legal meeting. Peach seconded. Motion carried.

Board Training Opportunities
Nelson noted that there is a bargaining strategies seminar in Madison on May 16.

Student Forensics Presentation
Sophomore, Jenna Lenz, performed her forensics presentation on "Why School Boards Should Not Cut Fine Arts Programs During Tight Fiscal Times." Advisor Susan Turner Thering was also present.

School-to-Work Update
Four students (Theresa Kanable, Derrick White, Staci Kahl, and Danielle Heiser) along with their teacher/advisor Heidi Radel-Kreul provided information regarding their involvement in the school-to-work program. They noted many benefits of working in their field of interest prior to graduating from high school.

Referendum Timeline (District Deficit Reduction Plan)
Benson provided a preliminary timeline outlining activities leading up to a spring 2004 referendum vote, including the establishment of a "referendum committee" to gather and share information with the community. The Board will be asked to take action on a referendum timeline at its April 24 special meeting.

Board Members to Hand Out Diplomas
Pitts and Anderson stated their interest in handing out diplomas at graduation.

Consent Agenda: Checks, Invoices, Receipts from March 2003; Open Session Meeting Minutes: March 20, 2003
Smith moved to approve the consent agenda items as submitted. Peach seconded. Motion carried.

Consideration & Action on First Reading of New and Revised Board Policies
Smith moved to approve the first reading of Policy #443 - Code of Classroom Conduct to add a statute reference. Peach seconded. Motion carried.

Pitts moved to approve the first reading of Policy #345.3 - Promotion and Retention to add a statute reference. Caraway seconded. Motion carried.

Pitts moved to approve the first reading of Policy #347 - Student Records making building principals responsible for student records management in their respective buildings. Caraway seconded. Motion carried.

Smith moved to approve the first reading of Policy #347-Rule - Guidelines for Maintenance and Confidentiality of Student Records, which includes the addition of a paragraph to inform parents of a new exhibit that they can use to deny the release of directory data. Peach seconded. Motion carried.

Pitts moved to approve the first reading of Policy #347-Exhibit 1 - Release Form for Student Records Not Considered to be Student Directory Data, which now lists the categories of records that are not directory data. Caraway seconded. Motion carried.

Pronold moved to approve the first reading of Policy #347-Exhibit 2 - Request for Nondisclosure of Student Directory Data (version "E" of five options reviewed) with the deletion of one paragraph prior to the second reading of this policy. Smith seconded. Motion carried.

Consideration & Action on Resolutions for Preliminary Notice of Teacher Layoffs
Smith moved to adopt the Resolution Ordering Reduction of Sage Program. Peach seconded. Polled vote was 8-0 in the affirmative with 1 absent. Motion carried.

Limmex moved to adopt the Resolution Considering Layoff of Teachers (SAGE Department)--Jan Anderson and Alissha Strathman. Pronold seconded. Polled vote was 8-0 in the affirmative with 1 absent. Motion carried.

Pitts moved to adopt the Resolution Considering Layoff of a Teacher (Foreign Language)--Rachel Johnson. Limmex seconded. Polled vote was 8-0 in the affirmative with 1 absent. Motion carried.

Limmex moved to adopt the Resolution Ordering Reduction of Special Education Program. Pronold seconded. Polled vote was 8-0 in the affirmative with 1 absent. Motion carried.

Smith moved to adopt the Resolution Considering Layoff of a Teacher (Special Education)--Brenda Strozinsky. Caraway seconded. Polled vote was 8-0 in the affirmative with 1 absent. Motion carried.

Consideration & Action on Special Meeting Date - April 24, 2003
Pitts moved to set a special meeting on Thursday, April 24, 2003, at 7:30 p.m. at the Middle School Library. Caraway seconded. Motion carried.

Consideration & Action to Adjourn to Closed Session Pursuant to Wisconsin Statutes 19.85(1)(c) for Discussion of Administrator Contracts, Evaluations, and Job Descriptions; 19.85 (1)(f) for Discussion of Open Enrollment Applications for 2003-04 School Year; and 19.85 and 111.70 to discuss 2003-2005 RVEST Collective Bargaining and 2003-05 RVEA Collective Bargaining
Limmex moved to adjourn to closed session at 8:54 p.m. pursuant to Wisconsin Statutes 19.85(1)(c) for Discussion of Administrator Contracts, Evaluations, and Job Descriptions; 19.85 (1)(f) for Discussion of Open Enrollment Applications for 2003-04 School Year; and 19.85 and 111.70 to discuss 2003-2005 RVEST Collective Bargaining and 2003-05 RVEA Collective Bargaining. The Board reconvened in open session at 9:53 p.m.

Consideration & Action on Open Enrollment Applications for 2003-04 School Year
Peach moved to approve 6 open enrollment applications for students to attend at River Valley; to deny 1 application for a student to attend at River Valley due to no four-year old kindergarten program; and to approve 31 applications for River Valley students to attend other districts. Pitts seconded. Motion carried.

Peach moved to adjourn at 9:54 p.m. Pitts seconded. Motion carried.
