Initial presentation of a proposed new policy and administrative rules, policy amendment, or policy revision shall be in writing. A preliminary vote shall be taken at a Board meeting for initial acceptance or rejection of the proposed policy. If the policy is approved, a final vote shall be taken at the next Board meeting. An affirmative vote by 5 members of the Board shall be required for policy adoption, amendment, and/or revision.
Board policy may be waived by 6 members of the Board. This shall be done on a case-by-case basis.
The Board shall periodically review and appraise existing policies to insure that they are in compliance with current laws. State and federal laws shall have legal precedence over any Board policy.
