The Board shall act as a committee of the whole, except for the following standing committees:
a. Policy Committee
b. Negotiations Committee
c. Budget, Maintenance and Transportation Committee
All committees shall be appointed by the Board President, except as otherwise provided. Committee chairpersons shall be elected by the entire Committee, except as otherwise provided. The district administrator shall serve as an advisor to all committees.
Temporary committees may be appointed by the Board President. The Committees shall elect the chairpersons. The duties of such committees shall be outlined at the time of appointment and the committee shall be considered dissolved when its final report is made to and accepted by the Board.
Committees shall have no power to take action whatsoever, or to commit the Board or district to any course of action, except as specifically directed by the Board. They may act only in an investigatory and advisory capacity.
Public notice shall be given for all Board committee meetings in accordance with state law and established procedures.
