Series 300 - Instruction

Policy #345.31 - Promotion from Grade 4 to 5 and Grade 8 to 9

PROMOTION FROM GRADE 4 TO 5

Effective the 2002-03 school year, no student will be promoted from grade 4 to 5 unless the student meets at least two of the three criteria presented below.

 

1.   The student receives a score of “basic” or above on at least four of the six sections of the Wisconsin Knowledge and Concepts Exams, which are given during grade 4.  The sections of the Exam are as follows:

 

                  a.   Language Arts

                  b.   Reading

                  c.   Mathematics

                  d.   Science

                  e.   Social Studies

                  f.    Writing (2.0 or higher)

 

2.   The student receives a passing final grade in all subject areas or maintains an overall grade point average of 2.0 on a 4.0 scale covering all subject areas.

 

3.   Regular Education Students:  In the event a student has not successfully completed both the WKCE and GPA requirements, the building principal may form a Promotion/Retention Committee to review the possibility of student promotion.  The principal will appoint the Committee and must include himself/herself and the classroom teacher.

 

When making such a recommendation, the Committee must consider the academic abilities of the student and the likelihood that the student will be successful at grade 5.  The Committee is encouraged to confer with the student’s previous teachers and the parent(s) or guardian of the student and take into consideration their perception and ideas toward the promotion (or retention) of the student.  The Committee may also take into consideration the willingness of the student’s parents or guardian to have the student successfully participate in summer school, tutorial programs, and other learning opportunities.  The Committee may consider additional circumstances not listed above.

 

Special Needs Students:  The student has progressed toward his or her education goals as specified in the student’s Individual Education Plan (IEP) or Section 504 plan and receives the recommendation of the student’s IEP Team or Section 504 team.

 

PROMOTION FROM GRADE 8 TO 9

Effective the 2002-03 school year, no student will be promoted from grade 8 to 9 unless the student meets at least two of the three criteria presented below.

The student receives the recommendation of the Committee as demonstrated by a simple majority vote of the Committee who have taught and/or worked with the student during grades 7 and 8.  In considering their recommendation, the Committee must assess the student’s readiness to be successful in his or her high school studies.  The Committee will confer with the parent(s) or guardian of the student.  The Committee may also take into consideration the willingness of the student’s parents or guardian to have the student successfully participate in summer school, tutorial programs, and other learning opportunities.  The Committee may consider additional circumstances not listed above.

Additionally, Policy #345.6 may be implemented in cases where a student is promoted to 9th grade but is still required to repeat a course(s). 

 

Special Needs Students:  The student has progressed toward his or her education goals as specified in the student’s Individual Education Plan (IEP) or Section 504 plan and receives the recommendation of the student’s IEP Team or Section 504 team.

 

 

NOTE:       Parents or guardians of 4th and 8th grade students may appeal to the Board of Education a decision to not recommend their student for promotion.  Such an appeal must be made by filing a written request to the Superintendent within 15 days of receiving written notice of the decision to not recommend their student for promotion.  The Board of Education will hold a closed session hearing within 30 days of the appeal.
