In order to assure a high quality of professional performance and to advance the instructional programs of the River Valley School District, the Board shall require evaluations of all professional staff members in accordance with the collective bargaining agreements between the Board of Education and both the RVEA and RVEST. The administration and representatives of the River Valley Education Association shall develop evaluation procedures which will serve a dual purpose:
(1) To provide a means to improve instruction; and
(2) To provide an objective measure of teacher effectiveness.
The building principals shall have the primary responsibility for observing and evaluating professional staff performance.
