Requirements:

1. Graduating senior from a Wisconsin public or private high school who is planning to attend a Wisconsin public or
    private college or vocational technical institute. 

2.  Essay of 500 - 1000 words/double spaced on "What Strategies can be implemented by town officals in collaboration with citizens to maintain civility in local government?. 

 
Awards:

Recipients are chosen by the Wisconsin Towns Association.
